    Some horses like to get out of the rain, some don't. I think you should put one up and let the horses decide. It can also be used in the summer for shade. I believe that the option should be there. But forcing them to stand in summer sun and blowing cold rain, by not having the option available is, in my opinion, cruel.  Isn't shelter, besides food and water, required under state law? Horses in the wild find sheltered spots. They may not have a cover, but they hunker against cliffs and rock outcroppings. I have two horses that definitely use the shade cover for sun and rain.
     
    I know it would cost more because of the HOA requirements, but think of it this way: it is an asset to increasing your property value.
