Several years ago Teddy Lancaster described a solution to the wet horse problem that really works.

After you've cleaned up the horse, put on two coolers (preferably wool) and use a couple of elastic surcingles to hold the coolers next to the horse's skin.  The coolers will wick moisture, and you'll end up with a dry inner cooler and a wet outer one.
