I suggest a rule something along the lines of:  If the Ride manager feels a participant under age X (you guys work out the number) is not capable of handling a horse properly for the ride, then that rider is eliminated or not allowed to ride.

Each ride is allowed to add rules.  For example Tevis does not allow kids under 12 and probably for good reason.  Our SASO rides would allow a 14 year old with a letter and all the documentation under the rules to ride unsponsored.  My juniors train there and know the park backwards and forwards and I would feel very comfortable letting them ride unsponsored.  Heck, they train unsponsored.  I am not sure I would go along with it for our Quicksilver Ride though.  That is held in Coe Park which is 83,000 acres and very, very remote.  An experienced backpacker got lost there last year.  Every ride is different. ............mb
