I don't read where she says to separate them so they can get a completion. It's so they don't crash at the end of that long first loop.
I personally like RIDING long first loops. But as a ride manager I know what she means, when you have someone running with the frontrunners that shouldn't be there. Sometimes (but not always) that first check will seperate them out. I know it's not my "job" to babysit riders, but it will be my (RM's)responsibility to haul somebody in if they get in trouble on course. Not to mention having to deal with local riders observing horse treatment.
Luckily it hasn't happened at my ride, but I never forget that it can.

NOPE! Angie we expect RM's to give us a well-marked trail that can
be finished safely. If someone is riding a 100 miler too fast to
finish the distance and they get pulled at 50 or 60 miles
because they were riding at their horses 50 mile pace
then maybe they'll actually learn to "RIDE THEIR OWN RIDE"

RM's do not need to make sure that horses get slowed down
early so they can get a completion. THATS the RIDERS JOB. IMHO

(Ive yet to ride a 100, but as a former and possibley future RM, I want
enough VC's to keep horses safe. I don't care a whit if I fail to save
someone who is riding stupidly a completion by not separating them from the
    front runners!)
