    Hi Beth,
        Some people do buy hay out of state in large quantities for their horses; I've never heard of problems getting it through the ag inspection since it's hauled by commercial haulers.  I've just returned from travelling all the way to Michigan with my horse.  I had some hay from Wisconsin on my trailer hay rack and wasn't even asked about it when I said the horse had been in Utah for only about a week.  Maybe that's a lawyer-ly answer: true but not the whole truth!  I've never been asked about the hay I have with me but I do not that others have not only been asked but made to discard the hay.  I wish there was some consistency so we wouldn't have to worry!  Pellets might be easier - the ones I feed at home (in CA) are certified "weed free."
