    Lemme try to assuage your confliction here with a simple question....
    
    Has your car insurance gone up or down since mandatory helmet and seatbelt 
    laws went into effect? 
    
    And a simple statement........  
    Since most seem to feel that not wearing a helmet translates to instant death 
    in a fall, I believe that would DECREASE your insurance premiums.  Death is 
    cheap.  Extended treatment is what gets expensive.  :o)
