    People tend to ignore (or not see) ribbons. So to be safe go get some of the yellow plastic 2 inch wide "caution" ribbon and put it in the tail any way it will stay in. You can also put in red, but yellow shows up better. Technically yellow is used for stallions but in your case you just want to get people's attention. If you are going slow start out after everyone else so you won't have many people passing.
