    1)  First off, my post with the above quote went private, so I'm surprised
    to see it here on RC....
    
    2)  That said, Fort Dodge having "control" for research purposes is not the
    same thing as a regulatory issue.  "Regulatory" means that it is the law
    that the vet has to give the vaccine.   This is the case with rabies in
    several states for several species, and for brucellosis for cattle
    nationwide.  What Fort Dodge wants to know is what horses got the vaccine
    and where they are, for purposes of completing their research and licensing
    processes.  As others have stated, if they have a sufficiently sound
    doctor-client relationship with their veterinarians, they have been allowed
    to purchase and administer the vaccine themselves.  This isn't illegal at
    all, but rather is up to the discretion of each individual vet with regard
    to each individual client.
