    I volunteer for an equine vet, and from what I understand, the West nile vaccine can only be given by vets because the clinical trials for the vaccine are not yet complete. The vaccine was released due to the severity of the problem. The same thing is happening with Baxter, the company who is working on manufacturing the smallpox vaccine for humans. As you might imagine, the publics strong influence has pushed the vaccine through, despite the lack of testing that has been done. I could be wrong about this, but it is what I have heard from reasonably good sources.
