      This is Reno's major down fall as well..he will turtle
    walk, then when the horse we're riding with gets out of
    sight he panic's and starts doing his  dancing in place
    thing. I found that always insisting on a very forward walk
    every time I ride has helped. Using alternate leg pressure
    for each front hoof fall will get them to lengthen the walk
    with out cueing for a trot. I will also exaggerate my hip
    movement while using my leg, almost like I'm walking while
    sitting in the saddle. The more impulsion I want the more I
    use hip and leg. The minute he gives me any impulsion I
    stop using leg. When he starts to get pokey again I say
    "walk on" and start using alternate leg again. With time,
    if you consistently do this every time you ride, you will
    use less and less leg.
