    What do you mean "The AERC board does sanction people who race/ride underage
    horses in any distance."? Are you say the BOD is consciously allowing, even
    blessing people who overide their underage horse?
    
    How can you say such a ridiculous thing as that? AERC in no way endorses
    such a thing.
