    Living in fear is not living at all. Basing AERC's rules and regulations on the fear of being sued is no good either. Have any of the attorneys associated with AERC said we need to fear insurance companies and therefore must have helmet rules? If so, how would a helmet rule save AERC from being sued when the first person falls off his/her horse and breaks something other than a head?
