    I've always use laundry blueing for whitening tails, body hair, leg hair ect. successfully.  What I do is get a 5 gallon bucket, fill with 31/2 gallons of water, and put a squirt of blueing in it, then put the skirt of the tail in the bucket.  I''ve also used bleach to whiten a tail this way, but bleach would be a once a year thing.  Used properly, blueing can really whiten hair, and it's cheap.  Good Luck!
