Actually, that's not true - it just depends on what people are in a
particular branch of the Humane Society. Some are more aggressive than
others. Depending on what state you're in, livestock laws usually also
cover taking proper care of the horses - in NM you could just make a phone
call to the livestock inspector and that would take care of that. I know
that's true from personal experience!
