  Have you tried toys such as Jolly Balls?  There is a toy for 
dogs called Buster Cube that is filled with treats (kibble for 
dogs, grain or diced carrots for horses) and has a small 
opening.  As the animal pushes the ball around, treats dribble 
out.  Supposedly keeps them amused for hours.  There is also a 
gizmo sold for feeding grain where the horse has to rotate a 
drum containing grain, which dispenses as small amount at a 
time into a dish.  It was quite pricy, though.  Other than that 
the only thing I could suggest is to protect the area he is 
digging in (if it's just one place, like by the gate) with flat 
stones or trailer mats so he can't make deep holes.
