I've been thinking about this issue for awhile, especially as is applies
to the LD rides where the
clock keeps running until your horse reaches criteria. This actually gives
the competitor less than 6
hours to complete a 25 miler because they have to come in early enough to
let the horse get
down to criteria. Since the reason for making the rule about the clock
still running until the HR
falls  was to discourage racing, its seems like it needs to be tweaked.
Maybe add 10 minutes to the
allowable time.
