Even a total ban on dogs at rides does not work.  I've tried it; some people
sneak the dogs in anyway.  You don't know the dogs are there until they
start barking in the night.  The riders then come to the RM and demand the
RM do something about it.  It's a problem that doesn't seem to have a
completely satisfactory solution.
