to "teach" these owners...move the dog yourself...tie him up...maybe
somewhere where it will take the owners a while to find them....

I think the RM's do have a responsibility.  They have the authority.  People do not listen to other riders.  I agree with everything else you said.  However. moving the dog somewhere is not really fair to the poor dog who has an idiot for an owner and may bite a stranger.  mb
