I've used your method of the crossed reins on the neck with great 
effectiveness as well. Another thing you can do when your muscles are giving 
out before the horse is, is to lock one rein down on the neck, and use the 
other  in a give and take motion, this seems to unlock the jaw  so that you 
can get control a little quicker. He will start to give at the poll and find 
that with this 'giving' that he will find release, so is more likely to give 
quicker the next time. Having taught him the 'one rein stop' before this is a 
big bonus in getting control.
