slowing down the hot foots

Hi - I've certainly watched this discussion go 'round and 'round on the
subject of LD and racing. I think that the solution may be simple. Do not
time or place the LD division and set the pulse criteria at 50. This will
quickly eliminate those who want to go fast on unconditioned horses, and
slow everybody else down to approximately 7 mph (depending on terrain),
and if the horse can go fast and still pulse down to 50, its probably
doing just fine, so power to them! To make this work, the LD'ers should be
easily distinguishable to the pulse-takers (like they could have letters
instead of numbers crayoned on them). Has anybody tried this?
