This is a hoax. Do not delete this file - while not often used, you may need
it sometime (it is a
windows utility for restoring long file names). For more information, see
http://antivirus.about.com/compute/antivirus/library/weekly/aa051601a.htm.

http://urbanlegends.miningco.com/culture/urbanlegends/msubabt.htm is a good
source to check on internet rumors before passing them on.

You might want to forward this to the others that received your message.
