African Horse Sickness : 300 dead in 2 months



I read the latest Farmers' Weekly last night.  It had a delightful picture of a dead horse, frothing at the mouth, with a little story saying that 300 horses have died in the Eastern Cape since the beginning of April.  
 
 
Has anyone else heard anything?  Are these young horses or Basuto ponies in rural areas who haven't yet been innoculated?  Is there a new strain of the virus?  Do we have to re-innoculate AGAIN this year, like we did in '96?  If so, do we only need to do 2, or 1 as well.  What other precautions are you guys taking?  Do I need to do the manure-burning in a drum thing again?
