Also keep in mind the current energy crisis in California---my brother's
electric bills have skyrocketed to over $600 per month and he doesn't have
either air conditioning or electric heating.

California is NOT a cheap place to live, and I don't think the weather
justifies the prices anymore.  I grew up there, left to go to vet school in
Colorado just a year or so ago, and probably will not be going back.  Though
if I did, I too would head to Northern Cal.  There are beautiful places to
live that still have year-'round riding, or close to it and aren't quite as
pricey.
