 According to my Dad (Petroleum Engineer),  California has strict
environmental rules about what kinds of gas they can sell, what kind of
gas people can buy and also a higher state tax on the gas than Texas
does.  (Same thing goes for Chicago area)
  (btw, gas in Houston is at $1.59 -- 1.64.  Deisel is still at $1.39)
