It may be a very long shot, but could there be some stray voltage in his water source?  In the north woods, we used to get small leakage from stock tank heaters that would give the horse a tiny shock when drinking.  (GFCI;s have stooped this).  There are other sources of stray voltages on farms, which are hard to pin down.  Just ask a WI dairy farmer that has trouble with that.
 
 
That's what I was taught, too.  Last year I helped a zoo nutritionist friend try to figure out a similar problem in some wild sheep at the Denver Zoo and sure enough, the heating element was zapping the poor guys every time they tried to take a drink.  I've heard about just a break in wires pasing by on their way to somewhere else doing the same thing.
