Trailer Decision 2001

You think you're the only one with decisions to make?  I can't decide
whether to paint over the reddish primer on my gray 2 horse trailer with
a brush, or with spray paint....and that crossbar on the back that's
rusted through...was that just for looks, or did it actually bear weight?
 Should I replace the bungie cord that holds the sprung tack door shut,
or will it last another year?
