The process is: there is an Awards Committee headed by a chairman. They 
choose the awards each year. The decision does not involve the membership, 
nor is there a national vote on what is to be given as awards each year. 
There is a huge cost in organizing a national vote, and that expense is saved 
for very critical and essential issues like electing directors and changing 
by-laws.
