Generally it's best to go with the smallest boot you can get on your horse 
(even if it is more work!).  There is a big difference between a size 1 and 
a size 2 boot (whereas, there is little difference between an 0 and a 
1)....so if you can fit a size 1 I'd try that.  Do you have a boot that you 
can try first to see?  (or borrow from somebody).  If your horse is in a 
size 1 shoe, then you might need a size 2 boot -- but, I should say that I 
am not familiar with all brands of horseshoes so that might not hold true, 
depending upon what brand of shoes you are using on your horse.  Good luck,
