Cold weather/warm boots

Just wondering what other people wear to keep their feet warm when riding in weather below 32 degrees.  I have tried 800 gram thinsulate/gortex boots, silk sock liners with wool socks, those little chemical packets that you break open and put in your boots and nothing seems to work for more than a hour.  All of the above work if I'm walking but not when sitting and riding.
