Juniors on stallions

Hi gang,
I can't find and need information on whether or not a junior rider can 
compete on a stallion. I see nothing saying NO but would like to know for 
sure. If you know where this might be in writing I would like to know that as 
well. 

My daughter (yeah, the one who lost her mare last year) now is faced with a 6 
month recovery on her present mare - a major hoof crack. We have 3 vets 
investigating the cause and ultimately she will be fine, but in the meantime, 
Audrey's choices are limited. 

Well, anyone with a suitable horse who needs a ride for Manzanita let me 
know. She is an excellent rider (no NUTS please) and might be willing to ride 
either 25 or 50. Poor kid - she takes such good care of her horse and keeps 
ending up unmounted.
