If you are in the North East, Blue Seal makes a hay pellet
called "Trotter".  I think it's straight grass hay, you'd have to
check.  They also make a "hay extender" pellet that's mixed grasses. Other manufacturer's make similar products, just ask
at your local grain store.
Both become mushy in water right away, you don't have to let them
soak.
