UPDATE & ACTION ALERT

From Rails-to-Trails Conservancy

Success! Legislature sends bike, pedestrian and

Transportation enhancements bills to governor

Responding to an unprecedented groundswell of support, the Legislature approved four bills that will significantly improve walking, bicycling and the transportation environment.  They are now awaiting signature by the Governor.  The bills are:

1. SB 1809, the Balanced Transportation for Livable Communities Act, sponsored by Rails-to-Trails Conservancy, improves community livability by creating more transportation choices, preserving community character and reducing the adverse environmental impacts of roads and highways.  It funds bike & pedestrian facilities and safety education, preservation of open space, and rehabilitation of historic train depots.

2. SB 1629, the Good Roads bill, sponsored by CBC and CABO, requires accommodation for bicyclists and pedestrians on certain new road construction, to increase safety and encourage more use of these alternative modes.

3. SB 1772 increases funding in the Bicycle Transportation Account to $12 million per year, and funds bike lanes, trails, and fixes poorly designed roads.

4. AB 2522, California's Pedestrian Safety Act of 2000, will improve pedestrian rights and safety by increasing motorist fines and establishing an $8 million pedestrian safety fund for local government grants

This is the final lap, and if you have not already sent a letter to the Governor, now is the time!  We are up against some tough opposition, including the Governor's Department of Finance, and we need a dramatic show of support.  Letters from organizations, local officials, and businesses are the most influential.

DEADLINE:  the Governor has until September 30 to sign or veto all legislation, but YOUR LETTERS SHOULD BE IN BY SEPTEMBER 9 to have an impact.  The sooner, the better.

We are grateful to all of you for your dedicated support.  Please help us cross the finish line!  THANK YOU!!

SAMPLE SUPPORT LETTER

Governor Gray Davis
State Capitol
Sacramento, CA  95814

RE: SB 1809; SB 1629; SB 1772; AB 2522 - SUPPORT                By fax: 916-445-4633

Dear Governor Davis:

We are writing in support of SB 1809, the Balanced Transportation for Livable Communities Act, SB 1629, the Good Roads bill, SB 1772, Bicycle Transportation Account, and AB 2522, California's Pedestrian Safety Act.

We support the goals of these bill which are [EMPHASIZE  THE AREAS THAT ARE MOST RELEVANT TO YOUR GROUP OR DISTRICT:
-- to improve community quality of life by creating more transportation choices;
-- create more options for biking and walking, especially for children, seniors, and those who don't own cars;
-- reduce the environmental damage caused by roads and highways;
-- improve access to transit by bicyclists and pedestrians;
-- preserve community character;
--  support local business by revitalizing downtown pedestrian streetscapes;
-- improve bike and pedestrian safety

This legislation will help us fund valuable, community-oriented projects here in our City, such as the X project [INSERT DESCRIPTION OF A PROJECT THAT DID OR COULD RECEIVE FUNDING FROM THESE BILLS].

In creating your Transportation Congestion Relief Plan, you and the Legislature have recognized that improving the transportation for all users is a top priority this year.  These bills will be important complements to the TCRP as they provide funding for bike and pedestrian facilities and safety programs, which were not addressed in the TCRP.

The solution to increasing mobility, while reducing gridlock and environmental pollution, has to be a diverse strategy designed to give travelers multiple options. California needs a balanced portfolio of transportation investments.

We respectfully request that you sign these four urgently needed measures into law.  Thank you for your consideration.

Sincerely,

[Please bcc: Laura Cohen, Rails-to-Trails Conservancy (fax: 415-397-2228)]
