Actually, Whitney, the accumulation of fuels has led many to predict this 
sort of terrible fire year the first time there was a sufficient lack of 
moisture--and sadly, they have been painfully accurate.  There have been 
drought years in earlier times without anywhere near this sort of fire 
season--largely because the accumulation of fuel has not been present.
