Not so. I also live in NM and had to get traveling papers this past fall.  As 
Heidi so nicely put it "the inspector comes out and does a complete 
description of the horse INCLUDING the fact that he has no brand ... and his 
physical description including markings, scars, etc., becomes the basis for 
ID'ing him".  Unfortunately, NM hasn't gotten into photo ID's yet, but we did 
discuss it.  But no brand was required.  Eva
