fat pony

I seem to recall someone mentioning a "grazing" muzzle or somesuch that
would prevent a horse (or fat pony) from eating too much grass.

I would like to know where such an item could be purchased, or if anyone
has had success making one, and how.

This is a welsh/arab pony - 13:3hh and just as wide. He has an extremely
small muzzle (3-1/2" corner-corner of mouth).

Any help would be appreciated.
