Under saddle pads

I'm having problems with my saddle pad rubbing my horse. I thought about
putting
a thin "buffer" pad underneath. Would 100% cotton be okay? What about a
100% wool
blanket (kind of scratchy)? Plar fleece is very soft, but 100% polyester.
Would that be okay?
