I am sorry people took my recommendations out of context, and even sorrier
that the two people I wrote to PRIVATELY chose to post, without my consent,
my private replies, and NOT post my explanation.

For the record, I use sidepulls.  I haven't used a twisted wire in ages.
A German Martingale IS NOT a tie down, and if used correctly, is a wonderful
aide.
Not stopping is a discipline problem, and to correct it, many ways work.
Yes, I did mention severe methods, but the author of the original post
seemed to have tried everything else.

People have different training methods and certainly different things work
for different horses.  I like to play the devil's advocate, and maybe
mention something that someone may not have thought of.  But I certainly am
sorry that these people broke the CARDINAL rule of not posting private
replies publicly.
