I'm not sure that AERC had any intention of placing blame anywhere until both 
the ride management and the first place rider filed protests.  Both these 
protests had to be addressed. The RM protest was upheld, and the appeal filed 
by the rider to overturn the RM decision reagrding placing was denied.  I 
don't recall AERC trying to place blame anywhere, and I've re-read everything 
I can lay my hands on.  I just don't understand this back and forth between 
everyone on ride camp about who's to blame and who isn't to blame.  When and 
where did it all get started?
