I have never been asked for actual papers to do a ride.  But to get credit
for the ride for a registered horse then you need to use the papers..  The
racing world says a horse is one on the first of January, even if it was
born on 20 Dec of the previous year.  The vets can tell the age by teeth- to
a certain degree.
