Would working in the mud have the same development to enable a horse to
work in the sand?
(We don't have any shortage of mud around here.)

If your horse is shod, you're liable to suck the shoes off. Sand is firmer
than mud, if the mud is deep, and mud can be very slippery--putting stress on
the suspensories and shoulders. I'd much rather work on deep sand.
