Check with your state prison system.  Many inmates are
taught crafts while in there and I have seen some
beautiful headstalls, whips, etc.

Flagstaff, Arizona, also has an annual Cowboy Artists
show each April.  There are MANY horsehair entries,
along with hand tooled saddles and other cowboy art. 
It is perhaps my favorite museum show to visit.  Each
year the artwork is better and better.  Mucho bucks,
too.
