I agree with Maggie:
Carabiner snaps work great.
They aren't as strong as scissor snaps, but just
as easy to take on and off, and they will not accidentally
catch on anything and come off... which scissor snaps will. 

You can make scissor snaps harder to open by
using rubber bands around the hinge. That works pretty
good also.
