1. In the schedule which is published by the Organizing Committee of an international Endurance ride, there is no necessity to repeat the General Regulations or the Rules contained in these booklet. It is sufficient to give the category of the competition, the penalty marks, the distances, the speeds, optimum time, time limit and the possible time limit for each phase, method of classification, pulse and respiration rates, rules for starting, method used for marking the course, procedures at compulsory halts, outline of the course and possible hazards. It must be stated whether the team competition is for four or three competitors.
2. In addition to the conditions of the competition (closing date for entries, place an time of start, number and lengths of compulsory halts, entry fees and prizes), it will be usual to include such administrative arrangements as transport facilities, accommodation for competitors and grooms, stabling, forage, etc. Several copies of the schedule should be sent with the invitation to the National Federation of each country invited.

3.      GENERAL CONDITIONS
        This  event is organized in accordance with:
     -  FEI Statutes (19th edition,  Revision 1996, effective 29th March 1996)
     -  General Regulations (19th edition, effective 1st January 1996 and 
        revision 1997)
     -  Veterinary Regulations (7th edition, effective 1st January 1994)
     -  The Rules for Endurance Riding (4th edition, 1997)
     -  All subsequent published revisions, the provisions of which will take 
        precedence.
   An arbitration procedure is provided for in the FEI Statutes and General 
Regulations referred to above.  In accordance with this procedure, any 
appeal against a decision rendered by the FEI or its official bodies is 
to be settled exclusively by the Court of Arbitration for the Sport (CAS)
in Lausanne, Switzerland.
4.      SPECIFIC TECHNICAL CONDITIONS
        
4.1     COMPETITION
        a.)     Team and Individual Competitors (ref. FEI Regulation Art. 823)
                Team:  Each nation may enter one team consisting of  four (4)
                members who shall also compete as individual competitors.  
                The teams will always be composed of competitors of the same 
                nationality.  In lieu of a 4-member team, a nation may enter 
                a team consisting of three (3) members.  In each case, the 
                marks of the three best of a team are taken into consideration 
                for the final classification.  In the event that only two 
                members of one or more teams are classified, these teams shall 
                be placed in order after all teams with three classified 
                members.
        Individual Competitors:  Each nation may enter two (2)* competitors in
        addition to their 4-member team except for the host nation (Pacific 
        North) which is permitted to enter an additional 8 members (i.e., 12
        members).  In addition, the current FEI Gold Medalist, Marcia Smith, 
        is granted entry as an individual or as a member of the Pacific North 
        team. Hence, Pacific North is entitled to up to 13 entries.
        b.)     Time- Competition Against the Clock (ref. FEI Regulation Art. 
                800)
                The 1997 Pan American Endurance Championship will be decided 
                against the clock where the best time classifies and there 
                shall be no penalties except as determined for just cause 
                during the competition by the Ground Jury.
        c.)     Time Limits (ref. FEI Regulation Art. 808)
                Optimum elapse time:  10:00 hours
                                Time Limits:  24 hours
        d.)     Starting Method, Type of Terrain and Altitude Differentials 
                (ref. FEI Regulations Art. 806)   
                Starting Method:  The horses shall have a group-start in which
                all horses shall start the competition at the same time, i.e.,
                all competitors shall be given the same starting time.
        e.)     Type of Terrain:  The start and finish shall be near the same
                position at the venue headquarters, Stevenson Ranch, Bend, 
                Oregon. The course shall be over mountainous terrain with 
                limited roadways and road crossings.  The majority of the 
                course will be through National Forest Lands.  The terrain 
                consists of  hiking trails, and old dirt logging roads.  
                Footing for the horses will generally be good, but caution 
                is advised in the rocky portions of the trail.  There are no 
                severe hazards along the trail. There will be several changes 
                in altitude and riders a cautioned to pace their horses
                accordingly. At the upper most portion of the trail riders 
                will have an opportunity to actually ride the rim of the 
                Paulina Peak Caldera (old volcano) which should provide some
                spectacular views.   There will be no pavement except at road 
                crossings. 
        f.)     Altitude Differentials:  There will be significant changes in
                altitude ranging from 3,500 feet  7,800 feet (1067 meters to 
                2380 meters). The highest point of the ride will be 
                approximately 26 miles from the start. Riders again urged to 
                pace their horses accordingly.
4.2     MINIMUM DISTANCE PER DAY:  100 MILES (160KM) (ref. FEI Regulation 807)

        At each Vet. Check the pulse rate must not exceed 64 after 30 minutes
        recovery.
4.4     MINIMUM WEIGHT REQUIRED (ref Fei Regulation 821): 75kg.
        
        a.)     Weighing Method:  A transportable, highly-accurate scale shall
                be used to determine the weight of the rider including 
                clothing and minimum tack (all items to be used except those 
                items that might be changed during ride).  Tack will be marked 
                at first weigh-in; all substitute tack and materials must be 
                reported to Officials and weighed during the competition.
                Empty water bottles may be included with rider weight.
        b.)     Handicapping:   None
4.5     PLACE AND TIME OF START

4.6     LOGOS (ref FEI Regulations Art. 136.1-2)
        
        Competitors may carry the logo of their team or personal sponsor on 
        their saddle cloth.  The size of the logo may not exceed 200sq. cm. 
        No logos or any other display will be allowed on the competitors or 
        on the grounds of the venue which in the judgment of the OC and or 
        the Ground Jury adversely affect the image of the FEI, AHSA and or 
        the sport of Endurance Riding. The OC shall reserve all rights for 
        display of PAC-E sponsors logos on the rider identification bibs 
        (pinafores).  Said bibs shall also display the FEI Logo.
5.      INVITATIONS
5.1     CHAMPIONSHIPS
        AHSA will send invitations to all eligible countries in North, 
        South and Central Americas. Each nation may enter up to six riders 
        (4- team members and 2 individual competitors) except the host nation 
        (Pacific North) which is entitled to up to 13 riders (4 team members 
        and 8-individual competitors plus the current North American Champion, 
        Marcia Smith).  Each nation will be allowed to bring one additional 
        fully, qualified horse (approved by their NF) into the venue.
        The additional horse shall be considered an alternate up to the point 
        of the final designation of the team (see Art. 126; Declaration of 
        Starters) and individual competitors of a nation (i.e., 1 hour after 
        the first veterinary inspection).
        General Regulation 126:  In case of accident or illness of a team 
        member and or horse nominated for a team competition, and individual 
        competitor and or entered in that event may substitute for the team 
        member and or horse in question.  This must be announced by the Chef 
        d'Equipe at the latest one hour before the start of the relevant 
        competition.  The competitor/horse being withdrawn can not then take 
        part in any other competition. Other FEI nations not mentioned above 
        are welcome to enter competitors (only pan american countries will be 
        eligible for medals and titles), not to exceed six riders (4 team 
        members and two individual competitors).  Horses must be 7 years and 
        older.
6.      CLOSING DATES OF ENTRIES
6.1     NOTE
        Competitors wishing to compete in an International Event must be 
        provided with a confirmation signed by their NF.  (Competitors must be
        entered for international competitions by their NF). Organizing 
        Committees may not accept any other entries.

        Except for the host nation (Pacific North) and those nations contiguous
        with the USA by land  (i.e., Canada and Mexico), the Official Point of
        Import/Export is the Jet Pet Facility, Los Angeles International 
        Airport, Los Angeles,  CA  USA.  The O.C. will provide payment for 
        ground (automobile or horse van) transportation (except USA, Canada, 
        and Mexico) of the horses from the Oregon State border to the event 
        sight and back to the Oregon State border.
        
        The  O.C. will not pay any of the expenses of teams or competitors or
        grooms or chef's or team veterinarians, with the exception of the
        above statement referring to transportation.  The O. C has made 
        arrangements with several hotels with in a short distance of the ride 
        sight.  Please use these Host Hotels and thank them for their support 
        of the PAC.  Make sure you tell them you are with the "Pan American 
        Championship Endurance Ride: to qualify for the best rate.  To get the
        special rate these motels require that you confirm you reservation 30 
        days before the event.  This means you should have your reservations 
        in by August 6, 1997.  Make sure you get this done soon since Central 
        Oregon is a popular tourist destination and rooms will be hard to find

        will include one shower pass. The fee for the entire week will be $30
        and the fee for the weekend will be $20. No RV hookups are available.
        Camping is limited and will be on a first come, first served basis. 
        Extra shower passes are available as space permits and meal tickets

        All horses entered in the 1997 PAC-E must enter the venue by 10:00 am
        September 11, 1997  and remain in the Official Stables and Grounds 
        until the end of the event, Monday September 15, 1997, except under 
        special circumstances in which they are granted permission to leave 
        the venue by the Ground Jury in consultation with the O.C.
        All competitors must register with the O.C. at the headquarters 
        between Monday September 8, 1997 and Thursday September 10, 1997.  
        They will be issued Official identification bracelets and pass.

7.3     HORSES
        
        Transportation:  Except for the host nation (Pacific North, USA) and 
        those nations contiguous with the USA by land (i.e., Canada and 
        Mexico), the Official Point of Import Export is Los Angeles (CA) 
        international Airport, Los Angeles, CA, USA.  The O.C. shal provide 
        payment expenses ground (automobile/horse van) transportation (except 
        USA, Canada And Mexico) to and from Oregon State border.  The O.C. 
        will assist teams in arranging transportation to the venue.
        Housing and Feeding for horses entered in the 1997 PAC-E from the time
        of arrival until the opening of the venue Thursday September 11, 1997
        will be the responsibility of the NF or their teams sponsors.  The 
        O.C. will assist NF in finding horse accommodations prior to the 
        opening of the venue. The event grounds may be entered on Monday 
        September 8, 1997 and camping will be available beginning September 2
        at Ogden Group Camp (Vet Check #4). Please contact the OC for more 
        information on early camping.
        Hay and grain will be available on the grounds from Monday September 8,
        1997. The feed provided will be high quality alfalfa hay and high 
        quality grass hay. 
        Housing, Feeding and Transportation at the Venue (Stevenson Ranch, 
        Bend, OR) will be provided for horses entered in the 1997 PAC-E for
        the period, Monday September 8, through Monday September 15, 1997.  
        Horses approved at the first veterinary examination will be stabled
        at the venue in individual covered stall surrounded by a security 
        fence and with 24 hour security guards stationed at the entrance of 
        the stabling area.  Upon entry to the venue horses will be restricted 
        to the stabling area or the designated grounds of the venue.  A 
        selection of top quality horse feed and roughage (hay) will be 
        provided by the OC for the horses during time in the venue. If 
        competitors choose to use another feed source, they will be responsible
        for the cost of said substitute.  Transportation will be provided by 
        the OC for transporting horses withdrawn from the ride along the trail
        back to the venue stables at  Stevenson Ranch.  Horses will be 
        restricted to their stalls from 11:00pm to 6:00am each day (except 
        during ride-day 13 September).  Horses will be restricted to the 
        designated grounds of the venue for the period of  the event September
        11 through September 15, 1997.  The designated grounds and grazing are
        a large exercise area for horses adjacent to the stables and 
        designated portions of the trail.  Designated areas will be clearly
        marked and the restricted areas will be strictly enforced.  There will
        be one stall designated for each nation for storage of feed and tack.

9.      GENERAL CLASSIFICATION
9.1     CLASSIFICATION AND PRIZES (ref. FEI Regulations Art. 128, 129, 833)
Art. 822.1 "Individual competitors shall be classified according to the time
 to complete the course from least elapsed time to most elapsed time. Only
 those competitors who have met all finishing requirements established by
 the FEI Regulations and adjudicated by the Veterinary Commission and
 Ground Jury shall be classified.  All competitors (team members and
 individual entries) shall be eligible to be classified as individual
 competitors."
Art. 822 "The winning team is that with the best time and lowest total of
 penalty marks, if any, after adding the final classification of the three
 highest placed competitors in the team. In the case of a tie, the winning
 time will be that whose third competitor has the lowest marks or the best
 time.  In the event that only two members of one or more teams are
 classified, these teams shall be place in order after all teams with three
 classified members."
 There will be individual Gold, Silver and Bronze FEI Medals awarded
 respectively to the competitors ranking the classification, first, second
 and third.  Tack will be awarded for those riders ranking from first to
 tenth in order of finish.  In addition there will be awarded one individual
 award for Best Condition horse, to be judged from the first 10 horses to
 finish and complete.  Medals and titles may be won by one rider from any of
 the Pan American Countries. 
9.2     AWARDS
        All competitors who are judged to have completed the course within the
        maximum time (24 Hours) shall be awarded a completion award, which 
        will be horse rump rugs specifically designed for the PAC and 
        embroidered with the PAC Logo.  The Veterinary Commission shall 
        examine the first 10 horses in the final classification for the Best 
        Condition Award.  One horse shall be selected from this group to be 
        awarded this acknowledgment, and the rider (and horse) shall be given 
        an award.

11.     MISCELLANEOUS
11.1    COMPLAINTS (ref. FEI Regulations Art. 168-171)
        All complaints to be valid must be made in writing and accompanied by a
        deposit of CHF 150.-- or equivalent.
11.2    GENERAL CLASSIFICATION AT THE END OF THE COMPETITION
        
        See special prizes  9.1 and 9.2 above.  
        Special prizes in additions to what is already listed.  Best Foreign 
        Rider, which will be determined by the rider of any foreign country 
        (Non Pan American Country) with the best time and least amount, if any,
        penalties. First Foreign Team,  by definition a team of riders not more
        than 4 and no less than 2 members from an Non Pan American country, 
        winning team will be determined according to Art. 822 listed above 
        (see 9.1 Art. 822).
11.3    DOCTOR, VETERINARIAN, FARRIER
        An EMT will be on premises at all times, Regional Hospital is within 2
        miles.  Veterinarians will be on premises at all times and Veterinarian
        Hospital is within 1/2 mile away from event site. Fariers will be on 
        the event grounds at scheduled times. The Deschutes County Search and 
        Rescue will be on sight.
11.4    INSURANCE
        ALL OWNERS AND COMPETITORS ARE PERSONALLY RESPONSIBLE FOR DAMAGES TO
        THIRD PARTIES CAUSED BY THEMSELVES, THEIR EMPLOYEES, THEIR AGENTS OR
        THEIR HORSES. THEY ARE THEREFORE STRONGLY ADVISED TO TAKE OUT 
        THIRD-PARTY INSURANCE PROVIDING FULL COVERAGE FOR PARTICIPATION IN 
        EQUESTRIEAN EVENTS AT HOME AND ABROAD, AND TO KEEP THE POLICY UP TO 
        DATE.
11.5    EVENTS ORGANIZATION (ref Art. 114 and 115)
        In exceptional circumstances, together with the approval of Chefs 
        d'Equipe and Ground Jury the OC reserves the right to modify the 
        schedule in order to clarify any matters or matters arising from an 
        omission or due to unforeseen circumstances.  Any such changes must 
        be notified to all competitors and officials as soon as possible and 
        they must be reported to the Sec. Gen. by the Foreign Judge. The 
        Winner of the PAC will agree to stand for pictures at finish as well 
        as for 1 hour if needed after closing ceremony.
11.6    ENTRY RIGHT TO SHOW GROUNDS (Art. 133., 1005)
        
        Details concerning right of entry to show grounds of owners, grooms,
        riders, other persons.  Wrist bands will be used for identification.
        They will include a name, a number and a color code. They will be 
        unalterable and must be worn for the event.  They will be like 
        identification bracelets used in hospitals.
11.7    REQUIREMENTS  FOR LEASING HORSES.
        To be eligible for leasing a horse and rider must meet all the
        qualifications listed in the FEI Rules for Endurance Riding, Art. 
        825.3. The horse and rider each must have completed a 160 km Endurance
        Ride in one day. Proof of such results must accompany Nominated 
        Entries for the Pan American Championship, with copy to the FEI. A 
        Qualification Form is included at the end of this document.
STABLE SECURITY/STEWARDING AT INTERNATIONAL EVENTS MINIMUM REQUIREMENTS TO 
ENSURE IMPLEMENTATION OF VRs aRT. 1005.2.5
1.      ACCESS TO STABLE AREA
        Access to stable must be limited to those persons indicated in VRs 
        Art. 1005.2.5.  
2.      CONTROL OF ACCESS
        A control system will operate at all entrance gates so that there is 
        an efficient and reliable method of identifying those who enter and 
        leave the stable  area at any time.  Extra vigilance will be used in
        establishing the identity of persons and reasons for entering the 
        stables during the night.
3.      STEWARDING OF STABLE AREA
        At least on stable steward, directly responsible to the Chief Steward,
        will be camped near the stable area, and will be readily available 24 
        hours a day during the entire duration of the event.  He may be 
        assisted by deputies as required.  The steward/deputies must regularly
        patrol the stable area.  Any misdemeanors must be reported immediately 
        to the stable steward who must, in turn, report to the Chief Steward.
        The duty of the stewards is to safeguard the welfare of the horses and 
        to prevent any form of illegal practices. 
4.      GROOMS
        It is appreciated that grooms wish to remain with their horses during 
        the night.  Only grooms duly registered with the OC are permitted to 
        do so. The Person Responsible must ensure that his/her grooms, or any 
        other authorized persons with access to his/her horses, are familiar 
        with the security and stewarding procedures operating at the event 
        attended.
5.      MOVEMENT THROUGHOUT EVENT GROUNDS
        Movement of horse between the stables, practice, grazing an main arena
        will be strictly controlled.
6.      STEWARDING OF PRACTICE ARENA
        The Chief Steward will ensure that all practice arenas are adequately
        stewarded all the time that they are officially open.  He must also
        ensure that these arenas re subject to random control when they are
        officially closed.
7.      GRAZING AREA
        Grazing areas will be provided and are subject to random control.  
        Horses must be contained in portable pens consisting of solid panels, 
        or fencing (no single strand electric wire or tape pens will be 
        allowed).  Horses will be allowed to be turned out in these pens 
        during the day, but must be returned to the stabling area during the 
        designated times, (see Horses 7.3 above).
