Come now Steve lets not be disingenuous here, you are a FEI Steward after
all :<). 
 Mike said that the basis of the FEI rules are for the safety of the
horse AND rider.  As such a helmet and heels provide safety for the rider.
As for the collar, FEI does have its basis in the more traditional equine
sports (dressage, show jumping) and a collar presents a neater more
professional look, therefore we wear collars. 

Lets not confuse the troops.
