Sport saddle rubbing loins

I love my sport saddle in every way except one:
it rubs the hair off my horse's loins. I've tried
both my fleece Toklat woolback pad and my Saddle
Right pad (wool felt). The area that's rubbed worst
is right where the cantle sits on my horse.
He is slightly short-backed, and the saddle seems to
reach farther back on him than a "regular" endurance saddle.
Is there any help for this? Need suggestions please!!
