I have always thought it was not in the best interest of the horse to
evaluate it right after the pulse is taken which has come to be the
"standard"...probably in the face of being expedient...

Before the days of CRIs, I quite well remember having almost the
entire hold periods, or at least 30 minutes in which to "present" the
horse to the vets.  This is NOT impossible or even disallowed...  I
have on occasion seen riders pass the pulse and take the horse back to
the crew area to eat before presenting to the vets.  I have felt this
was wise....far better than standing in a line without food or water
(unless one has a super crew).
