I think what we need is a new pool of vets who are willing to vet rides.
Perhaps approach the young undergrads or graduating vets at the colleges to
encourage them to assist at endurance rides, then eventually become
full-fledged endurance vets. One of our excellent local vets started out
many years ago, at my invitation, as a treatment vet. He didn't have much
work to do that weekend, but it certainly got him started in the sport.
Another great vet, gone on to the international level, started as a vet
student coming to our rides to take P&Rs.
