Yes, they can.  The cost is $450.  Anthony Cooper, a very
active saddle fitter in Massachusetts, was making a point
of advertising his ability to do a "whole package" Flair
refit of an existing saddle.  He'll come out and make sure
your saddle is suitable (i.e., it basically fits in the first
place).  He'll take it and see that the new bladders are
fitted.  I don't think he does this himself.  Then, when
the saddle comes back, he'll come out to your house and
pump up the bladders to the proper volume to create
a level, balanced seat.

I don't know if the $450 includes his services, or is just
the price of the retrofit.

Evidently they've even fitted these bladders to saddleseat
cutbacks.
