AERC covering CTR: WAS Re: mileage

That's an interesting thought, but I would say that the AERC first needs
to get its own house in order and improve its handling of endurance riding
(and LD)  before it tries to take on additional responsibilities.

Anyway, I don't think that AERC and NATRC will *ever* agree on something
like that.  Those two are simply too different.  Some of the other CTR
orgs maybe, but not NATRC.
