I'd agree--that's the bottom line.  I think they are usually more comfortable 
outside and tied, but I imagine some horses might be exceptions to that.  
I've resorted to that in pouring rainstorms, too, and our horses seem to be 
glad for the shelter when it is really rotten outside.
